Italy AI Skills Strategy

taly has developed a comprehensive plan to tackle the potential displacement of human workers by artificial intelligence (AI). With a budget of 30 million Euros, Italy aims to invest in training and developing AI skills to help workers maintain their jobs and find new, higher-paying employment opportunities.
Italy has taken a proactive approach to address the threat of AI, becoming the first country to implement concrete measures to protect its workforce from job redundancy caused by AI-powered tools such as ChatGPT and chatbots. The Italian government has allocated 30 million euros (approximately $33 million) to enhance the skill sets of unemployed individuals and workers in occupations most vulnerable to automation and AI.
In 2021, the Rome government established the Fondo per la Repubblica Digitale (FRD) with the aim of improving digital proficiency among Italians. The FRD reported that 54% of individuals between the ages of 16 and 74 lack fundamental digital skills, which is higher than the European Union average of 46%.
The FRD will distribute funding for skill development through two primary channels. Of the total budget, 10 million euros will be dedicated to enhancing the capabilities of individuals whose jobs are at a high risk of automation and technological advancements. The remaining 20 million euros will support unemployed and economically inactive individuals in acquiring digital skills that increase their employability.
The FRD specifically identified sectors such as transportation and logistics, office support and administration, production, services, and retail as particularly susceptible to automation.
The increasing prominence of AI and automation, including tools like ChatGPT, has prompted lawmakers and regulators in various countries to take notice. Many experts argue that new regulations are necessary to govern AI given its potential impact on national security, education, and employment.
